Experienced & Authorised
Our office is led by Mr Joseph Yousefi, an experienced Unlimited Building Surveyor authorised to perform building surveying functions under the Building Act 1993. This allows VBS to assist with projects of all sizes and levels of complexity, including residential, commercial, and larger-scale developments.
Regulatory Expertise
Joseph brings extensive experience from both local government and the Victorian Building Authority (VBA), where he worked as a Senior Technical Advisor. His strong understanding of Victoria’s building regulatory framework enables us to deliver informed, practical, and efficient guidance throughout every project.

Building permits cannot be issued retrospectively for building work that has already been completed.
Where illegal or unauthorised building work is identified, the Relevant Building Surveyor or Municipal Building Surveyor may issue a Building Notice requiring the owner to respond and address any non-compliant matters.
At Victorian Building Surveyors (VBS), our registered building surveyors can inspect unauthorised building work and, where appropriate, issue a Certificate of Compliance under Section 238(1)(b) of the Building Act 1993.
This certificate confirms that the building work has been assessed and complies with the relevant building regulations. The Municipal Building Surveyor will then consider the certification and determine whether the work may be allowed to remain.

Following a satisfactory inspection, we can issue a Certificate of Pool and Spa Barrier Compliance, Form 23, for submission to council.
